Ambassador Tom Rose was nominated by President Donald J. Trump on February 6, 2025 and confirmed by the United States Senate on October 7th, 2025. He previously served as Chief Strategist and Senior Advisor to Vice President Pence during President Trump’s first term, where he supported implementation of the President’s America First agenda to keep the U.S. safe, prosperous, and free.

A native of Indianapolis, Ambassador Rose was elected to local office in 1994 and later served on the Indiana Judicial Nominating Commission and Indiana Judicial Review Board from 2013 to 2016. He began his career as a television, radio and print journalist, before transitioning into media leadership. Over two decades, he owned or managed, newspaper properties in the United States, United Kingdom, Canada, and Israel, including seven years as Publisher and CEO of The Jerusalem Post.

In addition to his media leadership roles, Rose hosted and produced “The Bauer and Rose Show” on Sirius XM, Satellite Radio—the most listened to weekend conservative talk radio program in the United States for nine years. He is the author of the 2010 best-selling book Big Miracle, which inspired the 2012 Universal Studios feature film of the same name.

In 2017, he was awarded Indiana’s highest civilian honor, the Sagamore of the Wabash. He graduated from Brandeis University and earned his Masters degree from Columbia University. Ambassador Rose lives in Estero, Florida and is the father of three sons and a granddaughter.

He is a lawyer and energy expert who has been advising on investment projects in the field of energy production, including nuclear energy and renewable energy sources, and the use of hydrogen in energy and transport for almost 15 years.

He was involved in working on key Polish energy projects, such as nuclear power, LNG Terminal, Baltic Pipe, Harmony Link, legal proceedings against Opal/Gazprom, and the introduction of the capacity market. Most recently, he served as vice-president of the management board of Orlen Synthos Green Energy.

Wojciech Wrochna completed his doctoral studies at the Faculty of Law and Administration of the University of Silesia. He studied at the Robert Schuman University in Strasbourg and at the International University Institute in Luxembourg.

He is an academic lecturer, author of articles on EU and energy law, and co-author of the commentary on the Treaty establishing the European Community and on Poland’s Energy Law. 

He also has experience of working for EU institutions, namely the European Court of Justice and the European Parliament, as well as the government, among others, as an advisor to the Minister of Science and Higher Education.

Natalia Amosova is a mechanical engineer with 15+ years experience in the nuclear industry. During her career Ms. Amosova has worked for major nuclear grade equipment providers in Europe and the United States where she was managing sales activities, project portfolios and business development activities for NPP new-build and long-term operation initiatives across the globe. As a seasoned senior manager, Ms. Amosova also has experience in organizational aspects and strategic regulatory compliance efficiency. Today she is a principal consultant at Apollo Plus where she supports clients in the area of licensing, qualification, organizational excellence and SMR deployment globally. Ms. Amosova is a board member of Swiss nuclear association and a former board member of the European Nuclear Society.

Nathan Donohue serves as Commercial Attache at the U.S. Mission to the EU, covering Energy Transportation, and Sustainability, with a special focus on promoting advanced nuclear reactor technology.

Previously, Mr. Donohue served four years as the Deputy Principal Commercial Officer at the U.S. Consulate in Toronto, and acting Principal Commercial Officer for Western

Canada. Mr. Donohue also served three years at the U.S. Consulate General Shanghai.

 Prior to joining Commerce, Mr. Donohue served as a Program Analyst with the Office of Export Control Cooperation (ISN/ECC) at the U.S. Department of State where he worked

with international partners to leverage export controls to prevent the spread of weapons of mass destruction and related materials and technology. In addition, he served as acting Near Eastern Affairs (NEA) Regional Country Officer developing strategic plans and overseeing implementation of capacity development programs across seven countries.

Mr. Donohue also has extensive private sector experience, including policy analysis and

consulting for Washington, D.C. arms control associations and national security

firms.

Mr. Donohue is a native of Louisville, Kentucky. He received his B.A. in Political Science from the University of Kentucky, and an M.A. in International Affairs from George

Washington University’s Elliott School of International Affairs.

Enrique Glotzer is a managing director in BRG’s Energy & Climate practice and has over twenty years of experience in the energy, industrial, and financial sectors. He advises corporate, financial, and government clients on corporate strategy, mergers and acquisitions (M&A) transaction support, financial valuation, due diligence, strategic planning, operational improvement, and digital transformation.


Mr. Glotzer has broad expertise across the power and energy value chain, including specialized experience in advanced nuclear, power generation, transmission and distribution, grid modernization, battery energy storage, electric vehicle (EV) charging and vehicle-to-grid technology, and mining and critical materials. He has advised senior leadership, boards, and investment committees at major utilities, independent power producers, global industrials, private equity firms, infrastructure funds, and government agencies.


Mr. Glotzer’s advisory experience includes leading advanced nuclear investment strategies and commercial assessments for major US utilities and independent power producers, directing commercial due diligence for EV charging and battery storage acquisitions, supporting an $800 million capital raise for an advanced reactor developer, advising a federal agency on lender due diligence across the nuclear and EV supply chain, and managing multiyear digital and artificial intelligence (AI) transformation programs for global mining and industrial companies. He identifies growth opportunities, assesses market trends, evaluates competitive dynamics and resulting impact, and distills clear, decision-ready insights for executives, boards, and industry audiences.


Mr. Glotzer also brings significant experience in environmental, social, and governance (ESG), sustainability, and climate risk. He has developed climate risk assessment frameworks and sustainability strategies for top-tier global infrastructure and industrial companies, designed investment ESG metrics for infrastructure fund portfolios, and testified before a state public utility commission on electricity market deregulation.


Mr. Glotzer previously served as a managing director at FTI Consulting, principal and ESG lead at Charles River Associates, and head of strategy at Anglo American. He has founded two ventures: EnergyCO, a solar project finance company; and Fleet-Power, a software platform for electric bus fleet management, charging infrastructure optimization, and virtual power plant operations. His international experience spans North America, Europe, and Latin America. A native English speaker, he is fluent in Portuguese, with intermediate skills in French and Spanish.

Steven Hellman is Executive Vice President and Chief Financial Officer of TerraPower. He came to TerraPower after a 35-year career in investment banking, business and law. He has significant expertise and experience globally in mergers & acquisitions, public and private debt and equity capital raising, corporate restructuring and project and infrastructure finance.

Prior to joining TerraPower, Steven worked for over 25 years as an investment banker with Credit Suisse, UBS and other global investment banks in a variety of roles throughout the world. Most recently, Steven was Managing Director and Co-Head of UBS’s Energy Transition investment banking group.

Steven began his investment banking career in 1997 as a member of Credit Suisse’s Global Energy Group, working in New York, London and Moscow. He founded Credit Suisse’s Energy Services investment banking practice and advised on some of the landmark transactions in the sector. From 2007-2010, Steven was Credit Suisse’s Regional CEO and Head of Client Coverage, Russia/CIS, based in Moscow, where he advised international and domestic companies in the Energy and other sectors. From 2016-2018, Steven served as Chief Restructuring of FESCO Transportation Group and, from 2017-2019, as a member of the Board of Directors of Lenta, Plc.

Prior to his career in investment banking, Steven was Executive Vice President and Head of Business Development for UniSite, Inc, a wireless tower collocation company. Steven began his career as a business and finance attorney at Latham & Watkins, where he advised on the financing of communications satellites and worked on the launch of DirecTV.

Steven holds a Bachelor of Arts degree in Soviet Studies from the University of California, Berkeley and a J.D. from the University of California, Berkeley School of Law. He is a member of the Board of Trustees of the New Jersey Scholars Program.

Mr. Rushton has overall responsibility for ING’s Hydrogen activities in EMEA and has been a member of the Hydrogen team since its inception in early 2020. 

He has been involved in several transactions advising clients in raising capital & debt for Hydrogen related projects as well as structuring project finance debt. ​

Alongside these activities, Mr. Rushton has +10 years of Project Finance experience, covering core Energy infrastructure markets especially Mid-&Downstream companies and assets (processing, storage, transportation) within the oil, gas and petrochemical sectors. 

Mr. Rushton joined ING in 2010 working in its structured finance Shipping team in London.

Robert Rudich is responsible for the development of a fleet of small modular nuclear reactors (SMRs) in Europe and beyond. Previously, he served as a foreign affairs specialist and diplomat at the U.S. Department of Energy, supporting civilian nuclear energy programs based on U.S. technologies to ensure carbon-free energy security and strengthen economic competitiveness. He was also seconded to the National Nuclear Security Administration (NNSA), implementing nuclear and radiological security programs across East Asia, Southeast Asia, and the Pacific region.

With over 25 years of military service, including missions in Iraq, Jordan, Kuwait, and Kazakhstan, he also served in the U.S. Army Special Forces and participated in rescue operations following Hurricane Katrina. He holds a Master’s in International Security and a Bachelor’s in International Studies from the University of Denver.

Mr. Nicholas W. Sherman serves as the OECD Nuclear Energy Agency’s (NEA) Deputy Head of Division for Nuclear Technology Development and Economics.

Before joining the NEA, Mr Sherman worked at the US Department of Energy (DOE) from 2009 to 2023 in the Office of International Affairs. His duties included the G7 and extensive bilateral research co-operation with the European Commission and EU member states. In the field of energy technology, his notable accomplishments include leadership as Vice Chair of the International Energy Agency’s (IEA) Committee for Energy Research and Technology (CERT), the development of multi-million dollar brick and mortar U.S.-EU Smart Grid and Electric Vehicle Interoperability Centers, drafting the first ever DOE joint funding opportunity announcement (FOA) for the USD 125 million US-India Joint Centre for Research and Development (JCERDC), and oversight of the US-EU Energy Council’s Technology Working Group. During his DOE tenure, Mr Sherman also served as the DOE’s Energy Attaché to Brussels (2018-2019) and as the Director for International Energy and Economic Policy at the White House (2019-2021).

Cecilia has extensive experience within the IEA and the OECD as she currently is the head of the Energy Investment Unit at the IEA and former Team Lead of the Clean Energy Finance and Investment Mobilisation (CEFIM) team at the OECD. Cecilia is developing a joint study with the IEA-and OECD, specifically with the CEFIM Industry Team at the OECD. The primary objective of the IEA-OECD International Assistance for Industrial Decarbonisation Report is to assess and analyse the current status of international assistance for EMDEs to support their industrial transition and evaluate the gaps, needs and opportunities to achieve 2050 Net-Zero Emission (NZE) targets for targeted industrial sectors.

John is the Head of Nuclear Development (part of the Global Power Development team) in Bechtel Enterprises (“BEn”), based in Reston, VA. In this role, John leads the development, including early stage development capital investment, and financing of nuclear power projects in the United States and globally. Prior to this role, John was part of BEn’s Financing Services team, leading Bechtel’s engagement with export credit

agencies and development finance institutions.  In addition, John serves as the Nuclear, Security & Environmental (NS&E) global business unit lead for BEn. Prior to joining BEn in 2023, John worked for 13 years at GE in a variety of roles, most recently as a Vice President in GE Energy Financial Services. While at GE, John led export credit and project financing transactions for GE’s Energy, Transportation and Healthcare business lines. John holds a bachelor’s degree in Finance from Georgetown University in Washington, DC.
